Exactly that. When a person is ready to retire, they submit paperwork and give/are provided a termination of service date. It is terrifying indeed to see a number that is more than double the expected number. I have already been told that if California removes qualified immunity for officers, more people will retire (...
and those who can't retire, but who are in a patrol function - like myself - will leave patrol indefinitely).
