BMW did not offer any map download on the Canadian ConnectedDrive website.
There are a number of 3rd-party people who you can buy full map downloads for US$40-60. I bought 2019-1 WAY from eBay and it updated to 2019-2 WAY OTA with my BMW subscription.
You can search on Google, eBay, Kijiji, but make sure it is the correct map for your Navigation unit that matches your VIN. Some sites I found:
